Peninsula Community Legal Centre is an independent, non-profit entity that has provided legal assistance to Melbourne’s southern-eastern communities since.
The Centre helps people who have recourse to the law to defend and strengthen their rights by providing legal assistance for free regarding a wide range of legal matters, like family law, the law governing violence in the family, fines for violations and tenancy, and advocates for rooms in the house. Assistance is offered frequently helping people who are at risk. It is also involved with various aspects of legal education programs for the community, as and community engagement as well as changes to the law, and participates in a variety of sector and community-based networks.

It started out as a voluntary referral or assistance program. Peninsula Community Legal Centre Inc. (formerly Frankston North Legal Service) has grown over the last forty years to become one of the leading community-based organizations in the region that provides a range in legal as well as other services to its wide geographical area of service. Since its founding this Centre is the subject of concern from residents. Frankston North was home to many working-class families who were attracted to the area’s affordable housing. Families frequently had conflicting relationships because families struggled to stay together as they tried to fulfill the dreams of “Australian Dream”. Many children were caught in police and justice. It’s not surprising, therefore that the public and the police were full doubt and suspicion. The residents of Frankston North found themselves at an advantage because they were often unable, due to the absence of transportation options or access to the few legal services available through the standard services available in Melbourne. The residents recognized the need for an area-based legal service location for referrals within Frankston North.
The initial program offered was a weekly evening program where volunteers who provided direction for a couple of hours. The program began operations on the 27th of November 1977. It immediately became a hit in the area. It was actually not much publicized in the beginning of time because many were worried that the product could not meet the demands of clients. The first-time public relations were employed in the past was actually a word-of mouth affair.
The number of solicitors who volunteered up to six by the year 1981. The service seemed more certain of its own capabilities. Its number of programs that were offered every week grew. The change of the Centre from a solely voluntary-run organization to one with employees who were paid was not a major difference. It was done by small steps, due to the need for clarity, not necessarily specified guidelines.
In the last quarter of the seventies, and into the latter part of the seventies The Centre has been receiving financial aid from various organisations, which include the federal and state governments, as in addition to Victoria legal assistance. At present iteration, the Centre continues to receive funding from all three levels of government, that includes local governments and trust grants which are charitable.
The Centre has experienced several periods of transformation throughout its history. It was founded in 1984 and was awarded public benevolent status at the beginning of the nineties, then expanded its offerings by incorporating outreach services in the year 1995, before changing its name to Peninsula Community Legal Centre to reflect the area it served. The second half of the 1990’s was an important period for the Centre when it relocated its headquarters to a central office in Frankston and expanded its coverage area that included Glen Eira’s area of local government. Glen Eira after a merger with Southern Community Legal Centre with the opening of the Bentleigh branch office and the creation of a special Child Support and Consumer support program.
In 2000, we witnessed the establishment of new branches in Cranbourne and Rosebud and specialized programs for Family Law and Family Violence and the duty lawyer service available at both Federal as well as Magistrates Courts.
While the Centre has grown over the past four decades however, the basis of its founding remains the same: the determination and desire to improve access to justice, and to ensure that those most vulnerable and least disadvantaged within their communities are supported and empowered by the provision of legal aid.
